When I try to modify RI, it says "This DBC is not open for exclusive use. You will not be allowed to generate RI code for this DBC." I am using vfp6 SP4. It doesn't matter if I modify the database from the project manager or use MODIFY DATABASE in the command window. Using SET EXCLUSIVE ON in the command window didn't help.

Before this, I had the more common problem where it says "you must clean up the database" but won't enable that menu item. I got past that by opening the .dbc as a table and PACKing it. I thought that might do the same as Clean Up Database. That menu item is still disabled. It isn't telling me to Clean it Up anymore.
