Try going to Internet Services Manager, expanding the tree, selecting your web app, and choosing "Properties". Then click on "Configuration", and the "App Debugging" tab. That should give you the option to "Send detailed ASP error messages to client" -- but it's checked by default on my machine, so there might be something else going on here.
