One thing that has come to mind.

Initially, my colleague was trying to install IE 5.5 on this problem PC. It rebooted with errors trying to register various files.

The Microsoft Knowledge Base advised to rename c:\winnt\system32\comcat.dll and reinstall IE 5.5. This eventually worked.

Don't know if that's relevant.
