Two ideas only (not tested):
Idea 1. Create a form without caption,and of height of a title bar, width what you want, allwaysontop = .T., add a property called shortcut where you can store the shortcut name to execute and a property to store the current form.
on click method set the code to call the shortcut and to call the form method than have to do with the selected option on shortcut, and return to current form.
run your shortcut form at program load but invisible, on activate event of a form, show the shortcut form and move to over the titlebar.

Idea 2. put on your form a control at the top, right of your form (a shape or a textbox) and add the code to call the shortcut
