Ron,
I can only lean on my experience. I did not register vfp7 dlls and just copy all three files to system directory. And it was enough to run at least two of my applications on PC having Windows NT. (Similarly it worked for me in the past for VFP6.)
Just shots in the dark: Try to unregister dlls. Try to move them from system32 into system directory.
