I've done upgrades and clean installs in the past several months as I've worked with two computers. A clean install is always the safest and it gives you an opportunity to clean out some accumulated junk or a buggy registry. But, it's time consuming, especially if you don't make adequate preparations.
Windows XP also has a nice "restore point" functionality, so if you install something which causes problems you can revert back to what previously worked. Files like mail or any Fox tables or PRGs that have changed during the revert period are unaffected.
