As one of the people responsible for dealing with the Windows team, I can assure you that this would not be a good thing. Do you really want us to be tied to the Windows release cycle (re: Windows System File Protection)?
Instead, just deploy the runtime MSMs via InstallShield, and all will be taken care of for you. There's a vfpdeploy.doc document on the install disk that tells you what you need to deploy for various scenarios.
