I would suggest buying Access and setting-up the database yourself...or find a programmer to develop a system for you...I don't think you'll find a packaged program that will do EXACTLY what you want...

BTW, I don't know how the education system works in Bolivia, but around here (Canada), a small system like the one you need could be produced by college students (3rd year students do small projects like this as part of their course). You might want to check that out if $$$ is a concern...
