Many graphics programs can save as GIF.
If you want freeware, you might create a bitmap with Windows Paint, and convert it to GIF with HardCopy (
www.hardcopy.de). HardCopy's main emphasis is on screen capture / printing.
Oh, sorry, I am just seeing that GIF isn't supported. You can convert to JPG, though.
