I was thinking about creating images in the development phase. I understand you want to create images on-the-fly, although I don't understand, based on what criteria will you create those GIFs?
I think some freeware graphics utilities might do conversion (say, from a bitmap), with command-line parameters, but I don't know if this is what you need.
If you would like to know whether I have any further ideas, the answer is very simple. "I have none."
