I remember seeing this error message couple of years ago. What was weird about it was that only FOX2X tables were in use for this report and SQL Server wasn't in use at all.

I vaguely remember that p2sodbc.dll wasn't the right version. Anyway, I'd check all of the required dll's:

under WinNT\Crystal\*.*
WinNT\System32\p2*.dll
WinNT\System32\Crystl32.ocx
WinNT\System32\Crpe32.dll
WinNT\System32\CrPe32.pdb

This is of the top of my head. There could be more.
