In InstallShield Express, include

Object/Merge Modules
- VFP HTML Help Support Library

Files
- "c:\Program Files\Common Files\Microsoft Shared\VFP\foxhhelp7.exe"
- "c:\Program Files\Common Files\Microsoft Shared\VFP\foxhhelpps7.dll"

I put these two guys in the same location:
[CommonFilesFolder]
Microsoft Shared
VFP

Note: These two have to be manually included since they are not included in Merge Module. (Bug)
