Don't know if this is the problem , but I had some problems when I first tried to download VFP7. It turned out that if you are already logged in with a Passport account (MSN, etc), and it's not the passport account needed by MSDN, you can't get there. I had to log out of one passport account before I could log on to the MSDN download page with the other passport account.
