According to the features list PostgreSQL drivers are NOT included.

Here is part of the feature list for the Kylix2 server edition.
"Include corporate information with high-speed database drivers for Oracle,® DB2,® Informix,® InterBase,® and MySQL."
No mention of PostgreSQL.
