Hi!
I guess MS do not like sidebar because it quickly make bored users that already know interface well and do not require tips. It also make user *remember* elements of interface that make them learn more quickly instead of spending time for looking to tips in sidebar because it is easy (it takes time even with sidebar).

It is not appropriate to say that question is "foolish". There could be only foolish answers. Everybody passed period of time when knows nothing about something.
