Hi!

The VCX library is a usual DBF file, so all related troubles for DBF files also apply for VCX files. It looks like VCX library is corrupted of some way. The solution here is to use some of the recovery tools to recover DBF/FPT file (you can find few of them here in downloads section). However, make a backup of VCX and try to use "PACK" command for such class library opened as a DBF. Usually this helps but can cause unpredictable results in some cases such as losing some class code or properties or even spoil a class.
