One might equally "get the impression" that Saddam Hussein invaded Kuwait recently, judging by the ongoing sanctions.
Effects can be felt forever if situations are not corrected. Ken Levy has done just about all he can do, since he was not there at the time to take action... but if Gartner does not alter its stance, their opinion stands defiant and provides ready ammunition for knockers.
We should leave it here, those of us who face this problem are getting used to dealing with it.

"... They ne'er cared for us
yet: suffer us to famish, and their store-houses
crammed with grain; make edicts for usury, to
support usurers; repeal daily any wholesome act
established against the rich, and provide more
piercing statutes daily, to chain up and restrain
the poor. If the wars eat us not up, they will; and
there's all the love they bear us."
