It appears that the problem is not with the keystroke being captured (which is 18 in this case) but with the KEYBOARD command that stuffs the keyboard with a different keystroke (SHIFT+TAB in this case).

Even at the command window, KEYBOARD "{TAB}" works correctly but KEYBOARD "{SHIFT+TAB)" does not.
