That depends on the manager of course. I've had experiences where managers were willing to accept my recommendations on which development tool to use due to a long-standing relationship developed which involved years of developing apps to meet the business' needs. Then a new manager would come in and every new development project would involve complete justification on EVERY recommendation no matter how minor. Don't get me wrong-I don't use VFP for EVERY development requirement, but it is my preferred development tool and meets most of the requirements for development I've had so far. The few times it didn't was for different reasons. I guess the best thing is to be prepared for every eventuality and keep researching to stay up-to-date and armed!
