One possible solution is to add a linke OLE object in your crystal report to a picture that has the same name and relative path to the report all the time.

What I'm trying to say is at report runtime copy the picture to a file name that you used to create the report maybe in the same directory as the report itself. The linke ole object in crystal will automatically update when you run the report. This is the only solution I have found so far. If you have one picture for each "detail" record, at this time I am still working on that one.
