Here what I do.
Open "Internet Infrmation Services". You will find it under Administrative tools. Look for your virtual directory under Default Web Site. Bring properties of the virtual directory. Change Application Protection to "High". That will enable "Unload". Do 'Unload" everytime you need to recompile DLL. After a project is done you can lower protection for performance reasons.
