Sounds like the WSH isn't installed. Easy way to check is to look in the registry under HKEY_CLASSES_ROOT for a VBScript.RegExp entry. It tells you whether or not the current version (2.0) of the WSH is installed. As I recall, it installs on one of the NT SPs, but I'm not sure which one.
