You can't. MS has stated previously that any feedback could possibly be construed as a guarantee that the bug/enhancement in question would be in the next SP/version. That may not be the case.

Just submit it. If it's a duplicate, the powers-that-be will know. It may be that the information you provide helps in determining what actually is going wrong. Others who posted the bug may not have been as thorough.
