If you have XP Home Edition, you cannot run a web server (even MS Personal Web Server) period. If you are using Pro, IIS v 5.1 comes with Pro, go to control panel --> add/remove programs --> add/remove windows components and check "iis". It will prompt you for your installation disk again.

Note, I think some people get confused on this, but XP Professional is a workstation OS, just like Windows 2000 Professional. It is not a server os like Windows 2000 Server.
