It sounds like you have some ringing going on in your network. Could be a mau, bridge or router is is sending out spurious packets or polling signals. Have you put a sniffer on your network?
I am looking at ClearCase from Rational.Com (Rational Rose people), ObjectControl from PowerBuilder, Capcon 3.0 from Hallogram, PvCS and MKS. It will take a while. ClearCase is in the lead right now, primarily on the weight of the company. The PB product version controls objects and seems to use an approach similar to VSS, but using an SQL engine.
