I believe the desired switch from VFP to VB was not so much based on real merits (of VB), but on perceived merits. For some reason, VB is much more popular (in part, I think, because it was the first visual language available for Windows - before VB 1, people had to code everyting in C or C++).
As to modern, I understand that both VB and VFP are continually including new options, modern technology, etc.; so I don't think the statement above is based on a thorough knowledge of the situation.
