BROADCAST sends the message to all users logged into the same server. Send and Broadcast both work from the console also. You can specify any server in the same tree using the send command or send to all users in a tree or even specify a group name if you want to send a message to all users of a specific group. You cannot do it by OUs though (shame). You can test it by sending a message to yourself. Also, if you are using Windows 2000 on all of the clients you want to send messages to, you can use the "net send" command to send a message to any/all users of a domain or workgroup.
