I think the problem may be you're not actually hitting a FedEx web service, and you're just using a WS thats doing a screen scrap of the FedEx web site. If the site changes anything, you're more than likely hosed. Thats one thing you gotta watch out for with this stuff.

If you haven't noticed, there are very few functional Web Services listed at xMethods.
