Hi!

Can you explain more? From what I read here I cannot understand problem well. Some samples to reproduce behavior will be good too.

On monitors in lower resolutions where the form extends beyond the lower threshold, the tooltips (naturally) respond to the mouse position relative to the monitor, not the form. In other words, the tooltip text of a control in the lower portion of the form, typically below the grid, is that of one above the grid. They don't match.

It is not appropriate to say that question is "foolish". There could be only foolish answers. Everybody passed period of time when knows nothing about something.
