To anyone who has contributed in this thread, here will be my official response.
First of all, it is true that this was discussed several times. It is also true that not everyone share the same opinion. In most countries, we read from top to bottom and this is what most people are doing here by putting their replies at the bottom. However, we can't force a rule for that as some prefer to put the reply on top. The main focus, as it is written in the rules of conduct, is to only keep the necessary parts of the message you are replying to. So, by only keep the necessary parts of the previous messages, this will make it easier for the reading even if the reply is on top or the bottom. It is also applicable that some part of the replies are inserted in more than one spot where applicable.
I won't add a rule of conduct for that. This is up to us to make the best of the way we are replying.
