Hi!
I do not know for sure, but most proxy servers could be configured to do not accept anything from abroad, or configure IP addresses not allowed (though I'm not sure). Also, change proxy port that will stop this for the certain time only.
Just send this question to another forum, related to the Windows, serevrs and similar software.
