This MIGHT be the same thing I went through recently. Open up your report in Crystal Reports and ensure that there is only one parameter listed under Parameters. If a report contains 2 parameters (it doesn't matter if one isn't being used) then you MUST pass the report 2 parameters from VB; otherwaise it will crap out. In the case of viewing over the web browser it will display a blank report.
