VFP works nicely on the Inspiron 8100 we just bought.
Re OS: our "habit" is to get the machine with whatever OS is cheapest and then install W2K professional with NTFS from our site license. We carefully considered WinXP and decided against it for now because tests show it is slower and - how can I say this - it is a newly released OS.
For us, VFP has worked beautifully with Dell inspirons and W2K since the 7500. The only problems I've had was when Age of Empires used to lock the PC on closing requiring a hard reboot which caused the well known scx corruption if I'd worked in VFP that session.

"... They ne'er cared for us
yet: suffer us to famish, and their store-houses
crammed with grain; make edicts for usury, to
support usurers; repeal daily any wholesome act
established against the rich, and provide more
piercing statutes daily, to chain up and restrain
the poor. If the wars eat us not up, they will; and
there's all the love they bear us."
