I have customers that still have 15" monitors (believe it or not), so most all of my existing apps are designed around a maximum area of 640x480. All new apps are designed around a 800x600 though and customers must upgrade their monitors. I don't like scroll bars on forms, and neither do most of my customers. I think you have to look at the hardware of your potential customers as well as their preferences.
