I hope what you mean is, the reason it would be difficult to implement is because the hook is running, but I'm hoping it the Fox team didn't "design" the PJM that way.
The end result is that the PJM knows nothing about the project hook. Hence, there's no way to control the PJX from one developer to the next, making configuration management difficult. Project hooks could be a _way_ powerful tool for SCM, if they would propagate through the PJM.
