Is this to accomodate computers located in different time zones or converting one time to another time zone on a different computer?

If it's the former, I'd suggest using storing the information UTC (Universal Co-ordinated Time) time and letting Windows do the necessary conversion via some API calls. My Windows Time programming from the download section can do this.
