Have you tried some of the basic functions?
1. Set the page length on the printer to the proper distance (# lines). If you hit the form feed button on the printer, does the form go too far?
2. Set the page size in the report writer
3. Position the paper properly in the printer before turning it on

Just my 2 cents.
