Just a thought to consider, but it may not apply. If the date/time is used to determine a sequence, I think it would be better to rely strictly on UTC time. The reason is that twice a year in the U.S., we change change our clocks. In your case this means that twice a year for a few hours the interval between the Pacific and Eastern time zones is not going to be 3 hours. When EST becomes EDT, for a period of 3 hours the interval will be 4 hours. When EDT becomes EST, it will be 2 hours. In the latter case, you'll have times repeating themselves. By using UTC time, this problem doesn't exist.
