this zip is based on the free software. There are links to the zipmaster ocx and delzip pages. Those pages contain licence files which clearly wrote this.
During last two years, I have contacted the authors of this package:

Thorsten Eggeling - ocx author
Erik W. Engler - delzip original author and current DelZip maintainer
Chris Vleghert - previous maintainer of DelZip . Chris died to cancer in this year.

all they confirmed that this package is free if you give link to delzip source code page in your documentation distributed to end users.

The only problematic file may be Borland runtime library: stdvcl40.dll
I haven't read any licence notes about this.
However, I'm almost sure that borland runtime library can be freely distributed with free software which uses them.
