Does anyone know how to control the order in which objects (some buttons and checkboxes) appear in a toolbar?

In design mode, I layout the toolbar using the order I want. For example, I put an "Open" button as leftmost followed by "Print" then "Help" then "Close". The toolbar is simply one row of four buttons. Between the buttons I have some spacers. However, at runtime, the order of the buttons is not what I had specified at design time. I show the toolbar undocked. I've tried using the Tab Order tool but it makes no difference.

Any ideas? Anyone?
