proxycfg allows you to set otherwise but the simpler setup would be to adjust it to "system (=IE) settings".

Sorry, I didn't make myself clear: what I tried to say is that
proxycfg allows you to explicitly set the proxy settings you need to or embrace the ones defined by IE (or ControlPanel->InternetOptions) - the latter being the simplest of options.
Of course, when we are talking about "VFP behaviour" we are, in fact, talking about the components' behaviour VFP uses to access Web Services (SOAP toolkit or XMLDOM).
