I've noticed the same behavior...and it's more than a little aggravating! My users would never stand for their 'tools' moving around sporadically on them...yet, I spend more time in VFP than any of my end users do in my apps...and I have to live with what appears to be almost 'random' placement of my tools. Come on MS....what's up?
