The best way to do that would be for them to change their behavior.

Simple actions, like obeying the Sherman/Clayton anti-trust act.
Stop stealing other folks software, in fact pay restitution as the law dictates.
Stop 'tweeking' WinXX releases to deliberately break compatibility with competitors software.
etc.... ad nauseum...

If Ballmer and Gstes blame their underlings for Microsoft 'being cutthroat' then you know they are not sincere. Just like they blame folks who discover and announce security holes in software (not only MS software) for crackers exploitation of those holes in MS software.

Folks notice, however, that Linux software projects encourage publishing of holes found in their applications, so they can patch them ASAP. Usually within a couple hours to a couple days.

If Microsoft hire more PR firms, or pays more to those they use, to polish their 'image' you know they are not being sincere. The word 'sincere' comes from the latin 'sine cere', meaning 'without wax'. It seems unscrupulous Latin pottery makers would conceal cracks in their potter by filing them in with wax, and then polishing the pottery to conceal the cracks. Sound familiar?
