Emerson,

You need to review the property settings of the form to find out why or why not scroll bars appear.

I created a form with textboxes and set the scroll bars to 2 and got them to show if any object in the form was outside of the visible area. Even if those things were part of a container class that was partly visible and poartly not visible.

As for your formset template class I don't know how it is set up so I can't answer why it is affecting the display of the scrollbars.

My answer to you would be to dump the formset template setting if that makes things work for you.
