Yes this is the way scroll bars on a form work. I never use scrollbars on forms because I don't like the way they work and I don't like the UI scrollbars give. I prefer dividing content up and making pageframes to organize the form's presentation of data.

As for formsets I have no idea what is going on because I never use formsets.
