Trying to repair the Soap Toolkit won't do. Trying to uninstall the Soap Toolkit and installing it again won't do. You'll have to combine that with the VFP 7 CD. Thus, you can't do it remotely. This forces someone to have access to the server room.
The solution was to completely removed all VFP components from the server. We then reinstalled everything and everything works as before.
