We narrowed it down to reinstalling Windows 2000 Server and reinstalling all the pieces. I am not sure what happened. We were back at the customer on Friday and mad sure that under DCOMCNFG on the Properties under the Identity Tab that the use logging in was Administrator so as to have the proper privilages for instatiating the printer DLL.
