I searched intel's website:
http://www.intel.com/support/platform/pentium4/index.htm and didn't find anything on this. While there are special internal requirements for P4 systems, I've heard/seen nothing regarding external surge protectors. It's also funny that apc is not offering something special for P4 systems if that is the case.
