Ok, Evan, this is what WinHTTP is able to work with right now: the flags state that either a direct connection is made or a explicitly set proxy is used. This seems good, apart from the slight inconvenience of not working at all.

Could you confirm that neither "[ ] Automatically detect settings" nor "[ ] Use automatic configuration scripts" checkboxes are checked in the LAN settings of Internet options control panel?
