This may seem simplistic, but... if you've moved or renamed the web service or changed the physical path where the web service lives or the IIS virtual directory pointing to this path, you may get this error. If necessary, re-point the virtual directory to the path where the web service lives. Then, use the "Advanced..." button on the Web Services Publisher dialog to render the Web Service Location dialog. You can adjust the names/paths here.
